Youth Strategy 2026 to 2030

South Gippsland Shire Council is inviting community feedback to help shape the 2026/27 Annual Budget. This year, Council has brought the Budget consultation period forward to ensure community input informs decision-making from the very beginning. We&rsquo;d love to hear your ideas and suggestions, keeping in mind Council&rsquo;s budgetary constraints. Your feedback plays a vital role in guiding how Council invests in our Shire&mdash;helping to build a safer, stronger, and more connected South Gippsland. Pre-Budget requests are open until Friday 21 November 2025. Once community feedback is collected and the Annual Budget is drafted, Council will hold a second consultation for the community to review the draft budget. Help Shape the 2026/27 Annual Budget

The Domestic Animal Management Plan (DAMP) helps ensure that pets, people, and the environment can live safely and harmoniously together by promoting responsible pet ownership and effective animal management. The Plan seeks to balance the needs of pet owners and non-pet owners and addresses seven core priorities, including officer training, pet registration, nuisance management, dog attacks, restricted dog breeds, education, and animal businesses.A key focus of the Draft Plan is communication and education, promoting, supporting, and celebrating responsible pet ownership across the community.Council is required to submit the endorsed Domestic Animal Management Plan 2025&ndash;29 to the Victorian Government (Animal Welfare Victoria) by 31 December 2025 to comply with the Domestic Animals Act 1994. Domestic Animal Management Plan

We are seeking your feedback on South Gippsland Shire Council&#39;s new Draft Community Engagement Policy and Strategy.The documents outline Council&rsquo;s approach to meaningful engagement with the South Gippsland community. Both documents have been informed by feedback received during the Shaping South Gippsland engagement held in February 2025.Together, these documents form two parts of a three-part framework designed to provide clear and practical guidance for Council and the community. The third component&mdash;an internal toolkit&mdash;will support staff to deliver high-quality, consistent engagement.Community Engagement Policy (The &lsquo;Why&rsquo;) Defines Council&rsquo;s overarching commitment and principles for engagement, ensuring a consistent and compliant approach aligned with legislative requirements.Community Engagement Strategy (The &lsquo;How&rsquo;) Details how Council will implement the Policy over the next four years (2025&ndash;2029) to meet the strategic needs of the Shire. Community Engagement Policy and Strategy

South Gippsland Shire Council is inviting community feedback on proposed updates to its Governance Rules. Governance Rules help to define how Council Meetings are run, and how the public can participate. The review aims to improve and clarify processes, address previous inconsistencies, and strengthen good governance practices. Proposed updates to the Rules include the following:<ol><li>Public questions must now relate directly to items listed on the Council Meeting agenda. This approach is designed to improve meeting flow and ensure that questions are directed through the most appropriate channels for a timely response. Currently, questions submitted for Council Meetings must wait to be addressed at the meeting, even when they relate to matters that could be actioned earlier in accordance with Council&rsquo;s Customer Service Charter. </li><li>Questions can be read out by the submitter. Agenda-related questions can be read out by the submitter if they choose to do so and if they are in attendance at the relevant Council Meeting. </li><li>Changes to submitted questions guidelines. - Limited to 100 words per question, inclusive of preamble and additional information. - Public questions submitted 48 hours prior to a Council Meeting. </li><li>Contract and tender reports. Will be considered in open Council Meetings, with confidential attachments used to protect sensitive commercial information. </li><li>Reordering of Agenda. The meeting agenda will be reordered so that items like petitions and public questions appear earlier in the session which would potentially be more convenient for community members looking to attend a meeting in-person. Help Shape the Future of Pre-Prep in South Gippsland

Council is replacing the public toilets in RSL park with new toilets. As part of the replacement, it is proposed that the facilities are relocated to a more accessible part of the park as the current location does not comply with Crime Prevention Through Environmental Design or Access and Mobility guidelines. There are two proposed locations for the new facility (see image - click to enlarge). The benefits of the proposed locations are:<ul><li>Increased accessibility - accessible parking and a connecting (shorter) path would be included as part of the new facility.</li><li>Improved passive surveillance</li><li>Closer to the bus stop</li><li>Greater opportunity to connect rail trail users to the town centre and better proximity to the rail trail car park. The new toilet structure would include a bike rack and drinking fountain.</li></ul>Things to note:<ul><li>Location A would face Mitchell Street</li><li>Location B would face the playground</li><li>Council&#39;s preferred option is A as this location is on the public road reserve which is managed by Council.</li><li>Location B is located on Crown Land (leased by Council from VicTrack). This does not prevent the use of the location, but Council&#39;s preference is to locate community asset on Council managed land.</li><li>The current location cannot be retained due to not meeting the guidelines listed above.</li></ul>Feedback on the toilet location is now open. Nyora Public Toilet

South Gippsland Shire Council has received a request to rename the oval at Korumburra Recreation Reserve to &lsquo;Summerfield Oval&rsquo; in honour of Allen Victor Summerfield to acknowledge his extraordinary community service. Council at its Meeting held on the 20 August 2025 resolved to undertake community consultation from 21 August to 21 September 2025, seeking community feedback and input in the suggested renaming of the Korumburra Recreation Reserve Oval. The proposed name change to &lsquo;Summerfield Oval&rsquo; has been reviewed by the Geographic Names Victoria (GNV) and complies with the Naming Rules for Places in Victoria 2022 - Statutory requirements for naming roads, features and localities (the Naming Rules) guidelines. Naming Rule Considerations The Naming Rules require Council to consider 13 principles. For this naming proposal, the following principles are particularly relevant:Principle I - Using commemorative namesNaming often commemorates an event, person or place. When considering a commemorative name, the following must be considered:<ul type="disc"><li>the person should be or have been held in strong regard by the community;</li><li>the person&rsquo;s achievements;</li><li>the relevant history and association to the area; and</li><li>the significance of the family/person to the area/land. For example, a family that has been associated with an area for at least 25 years.</li></ul> As part of this Principle I, Council is also required to seek an exemption from Geographic Names Victoria to change the place name prior to the two years elapsing following the passing of Mr Summerfield on 5 December 2023. As per the Naming Rules: &ldquo;Commemorative names of a deceased person should be applied no less than two years posthumously. If a naming authority wishes to name within two years, it is required to seek an exemption from Geographic Names Victoria.&rdquo; The rationale for this exemption is due to the following reasons:<ul type="disc"><li>A significant contribution by the individual through the positions held to the local clubs based at the Reserve.</li><li>The support of the family.</li><li>The letters of support received by various associated Clubs, including a letter of support from Danny O&rsquo;Brien MP, Member for Gippsland South</li><li>To enable the requestor to prepare for the timing of installation around the sporting seasons.</li></ul>The Registrar of Geographic Names advised that the current name of Korumburra Recreation Reserve is longstanding and has recommended that the name of the Korumburra Recreation Reserve be registered in the VICNAMES register and that Mr Summerfield be commemorated through another naming such as a building or the oval. Highlighting that the oval is a significant feature in the Reserve it is proposed that the oval be renamed &lsquo;&lsquo;Summerfield Oval&rsquo; and in that way both names would be registered. GNV also advised that if an unnamed place be chosen to be named, the Registrar will provide an exemption to Principle I (two years wait after death).Following this advice from GNV, the Korumburra Recreation Reserve Committee further consulted with various community sporting clubs. In support of Allen Summerfield contribution and commitment to the wider community, various community sporting clubs have provided letters of support for this proposed name change which are outlined in the Attachments (<a href="https://www.southgippsland.vic.gov.au/meetings/meeting/301/council_meetings_and_agendas_2025">link</a>):<ul type="disc"><li>The Korumburra Recreation Reserve Committee </li><li>The Korumburra Football and Netball Club </li><li>The Korumburra Cricket Club </li><li>Korumburra City Soccer Club </li><li>South Gippsland Umpires Association </li></ul>Consultation is open until 21 September 2025.We are now looking to our community to let us know if this name is suitable. Whether you support the proposal or not, please complete the survey below.Following the community consultation period, it is proposed that a report will be presented to Council at the 15 October 2025 Council Meeting, to outline the outcome of the community consultation and any relevant next steps in the Place Naming process.

Renaming Proposal - Korumburra Recreation Reserve Oval

<hr>UPDATE 10/9/25: Council will be holding a &#39;drop-in&#39; information session at the Korumburra Community Hub to answer any questions about the Bena Road Long Lots proposed plan. It is not a presentation, so attendees can arrive at any time during the period above to have their questions answered. Due to the upcoming drop-in session, the deadline for feedback has been extended until 26 September.Date: Tuesday 23 September Time: 5.00pm to 8.00pm Place: Korumburra Community Hub <hr> Council is considering options for how land on the northern side of Bena Road (lots between 8A and 62 Bena Road, Korumburra) could potentially be subdivided and is seeking feedback from local residents.Lots in Bena Road are unique as they are very long but also quite narrow. They have potential for future subdivision, but without a coordinated plan as to how this could occur, there is a risk of ad hoc development that could compromise the character of the area. The lots are zoned General Residential and, under the South Gippsland Planning Scheme, may currently be subdivided for residential development without a specified minimum lot size.To address this, Council has prepared a plan illustrating how coordinated development could take place along Bena Road over the next 20 to 30 years. The plan aims to optimise the potential for subdividing the land into lots ranging from 500 to 700 square metres, while also providing a road network that supports safe vehicle and pedestrian access. It also considers appropriate stormwater flow paths and drainage solutions and seeks to minimise impacts on existing sewerage infrastructure crossing the area. The draft plan details the creation of 112 lots.We encourage impacted and nearby residents to speak directly with Council&rsquo;s Planning team on 5662 9200 to learn more about the Plan.Submissions close 5.00pm Friday 26 September 2025.

Bena Road Korumburra - Long Lots

About the Proposed Road Discontinuance &ndash; Unused Road &ndash; Rooney Street FosterCouncil at its ordinary meeting held 16 July 2025 proposed to commence statutory procedures to discontinue an unused road known as Rooney Street Foster (shown in the plan below) with an area of 3241m2 pursuant to s.206, s.223, and Schedule 10 clause 3(a) of the Local Government Act 1989.A person may make a submission to this proposal. Proposed Road Discontinuance – Unused Road – Rooney Street Foster

Council is seeking feedback on plans for the new skate park that will be delivered as part of the Korumburra Railway Precinct Project. The skate park is aimed at beginners and intermediate skaters and will be located near the new BBQ shelter and toilet block.Due to the skate park site being adjacent to a heritage precinct, there are certain restrictions to the design, the most significant being the size of the skate park which cannot be expanded.In addition, there are restrictions on the types of structures, heights, materials and colours that can be applied to preserve the character of the surrounding area. Proposed Sale of Land: Part 71 MacDonald Street, Leongatha

South Gippsland Shire Council is reviewing its Road Management Plan (RMP), which outlines how we manage and maintain our local road and associated road asset network to ensure it remains safe, accessible, and fit for purpose.Our municipality includes over 2,100 kilometres of roads and 131 kilometres of footpaths. The Draft Road Management Plan defines Council&rsquo;s responsibilities, sets maintenance standards, and outlines inspection timeframes, helping us manage risk and deliver a consistent, transparent approach to maintaining public infrastructure.The Plan covers a wide range of assets, from roads and footpaths, to kerb and channel, bridges, signage, and roadside vegetation. It also provides guidance for staff on how to assess and respond to common hazards, such as overgrown vegetation, damaged signage, or loose pavers.The Draft Road Management Plan must be reviewed following each Council election. About South Gippsland Planning Scheme Amendment C-133 The Amendment has been prepared by Council to rezone the land at 14 Radovick Street, Korumburra from Public Use Zone 3 and 6, to Commercial 1 Zone and General Residential Zone Schedule 1.C-133 Planning Panels Victoria &ndash; Hearing Details and DirectionsPlanning Scheme Amendment C-133 has been referred to an Independent Planning Panel appointed by the Minister for Planning. The Panel Hearing was held on Thursday 4 December 2025 at the Korumburra Community Hub building. The Panel Directions can be viewed&nbsp;<a href="https://yoursay.southgippsland.vic.gov.au/100779/widgets/463421/documents/320243">here</a>.&nbsp;

Planning Scheme Amendment C-133 - 14 Radovick Street Korumburra

South Gippsland Shire Council, at its Meeting on Wednesday 16 April, moved to consider renaming a section of Speight Street, Loch, to Albert Road. The suggestion to rename this street came via a community request. Council has reviewed the street naming and found the current naming of Speight Street is not consistent with the Naming Rules issued by Geographic Names Victoria &ndash; specifically that a name should be applied to a single, unobscured and unobstructed road that leads from a start point to an end point in a clear and logical manner. The rules also state that a road name must not be applied in an ambiguous or confusing way for road users. Street names which don&rsquo;t comply with the Naming Rules can cause road users, including Emergency Services, to become confused when travelling or attempting to locate properties.Currently Speight Street intersects with Smith Street (to the left), Queen Street (straight ahead), and then continues as Speight Street (to the right) for around 150 metres until it then becomes Albert Road without any clear geographic rationale for the transition. Council is proposing to use the four-way intersection to serve as a logical division between Speight Street and Albert Road.Council will consult the community for a period of four weeks from Thursday 17 April 2025 to Sunday 18 May 2025.

Renaming of Section of Speight Street Loch

The Corner Inlet Motorcycle Club (CIMCC) has developed a 1.6km track, situated near Yanakie. With an array of jumps, berms and straights, the CIMCC prides itself on being a family friendly Club that caters to all ages and riding abilities. The CIMCC provides the track for ride park days once a month for locals and visiting registered riders.The CIMCC&rsquo;s first lease for this land area commenced in December 2004 and was renewed for the duration of 10 years in May 2015. As this lease is expiring in May 2025, the CIMCC is seeking to extend the lease.This engagement is occurring alongside the <a href="https://yoursay.southgippsland.vic.gov.au/proposed-2024-25-budget-and-long-term-financial-plan">Proposed 2024/25 Budget and Long Term Financial Plan engagement</a> as per section 115 of the Local Government Act 2000. This section outlines that Council must include any proposals to lease land in a financial year in the budget where the lease is for:<ul type="disc"><li>One year or more and<ul type="circle"><li>The rent for any period of the lease is $100,000 or more per year; or</li><li>The current market rental value of the land is $100,000 or more a year; or</li></ul></li><li>For 10 years or more.</li></ul>In accordance with this section, Council proposes to lease the land located at 2746 Meeniyan Promontory Road, Yanakie, being 14.9 hectares, zoned Public Park and Recreation Zone, to the Corner Inlet Motorcycle Club Incorporated for five (5) years commencing 1 July 2025 with an option for a further term lease of five (5) years, for a community rental of $104 plus GST per annum for the specific purpose and use of the land as a motorcycle track and motorcycle club.To provide your feedback on this proposal, please upload your submission below.Feedback closes Wednesday 7 May 2025.

The project involves two rounds of consultation.<ol><li>The first round of consultation (completed last year) helped to determine the current safety concerns in the precinct.</li><li>The second round of consultation (now open) presents some treatment options for consideration.</li></ol>What We Heard in the First&nbsp;Round of Consultation We heard from 84 people about their safety concerns within the Princes Street School Precinct. Integrated Water Management is, in simple terms, a new way of looking at water management. Draft Integrated Water Management Plan

<hr>A Strategic Plan for Coal Creek was identified as a community need and adopted as a Council initiative.To inform the development of the Plan, Council embarked on a substantial engagement process which obtained feedback via:<ul type="circle"><li>Online survey (322 responses).</li><li>Hard copy surveys at community pop-up events (109 responses).</li><li>Written submissions from individuals and community groups (25 received).</li><li>A Community Assembly comprising 28 people was also formed following invitations that were randomly sent to local residents (5,000 invites distributed). Random stratified sampling was used to select the panel, ensuring the panel had cross regional representation.</li><li>A copy of the Discussion Paper and the Engagement report can be viewed via the &#39;Documents&#39; tab.</li></ul>We would like to thank everyone who has provided feedback to date. Draft Coal Creek Community Park and Museum Strategic Plan

<hr> INTRODUCTION: The Draft Waste and Resource Recovery Plan (which you can <a href="https://yoursay.southgippsland.vic.gov.au/92288/widgets/439052/documents/288499" rel="noopener noreferrer" target="_blank">read here</a>) outlines the provision of waste services in South Gippsland from 2024 - 2034. It incorporates the Victorian Government&#39;s policy reforms around waste and recycling, including the compulsory introduction of new standardised service provision including a weekly food and organics collection service (FOGO), fortnightly recycling collection, and the separate collection of glass for recycling. BACKGROUND: The South Gippsland Shire, renowned for its natural beauty and diverse landscapes, faces unique challenges in waste management and resource recovery. As the region continues to grow and evolve, the effective management of waste becomes increasingly critical to preserving our environment and enhancing the quality of life for our community. Historically, waste management in South Gippsland has focused on efficient usage of landfill airspace, maximising the recovery of recyclable materials at transfer stations and the collection of residual waste, co-mingled recycling and garden organics form kerbside. However, in recent years, there has been a growing recognition of the need to shift towards even more sustainable practices. Waste and Resource Recovery Plan 

The current fire station on Main Street, Foster was constructed in 1955 and has failed to meet brigade and community expectations for some time.The facility does not support the required functions of a modern-day fire station. Day to day station activities are hindered including hose maintenance, vehicle cleaning, onsite training activities, administrative functions in addition to social activities and functions. The station has no on-site water hydrant for filling trucks, and currently members use a hydrant located in the median strip of the dual carriageway, adjacent to the fire station for this purpose.Because of this, the CFA are eager to progress the leasing of a new site.This engagement is occurring alongside the <a href="https://yoursay.southgippsland.vic.gov.au/proposed-2024-25-budget-and-long-term-financial-plan" rel="noopener noreferrer" target="_blank">Proposed 2024/25 Budget and Long Term Financial Plan engagement</a> as per section 115 of the Local Government Act 2020. This section outlines that Council must include any proposals to lease land in a financial year in the budget where the lease is for:<ul><li>One year or more and<ul><li>The rent for any period of the lease is $100,000 or more per year; or</li><li>The current market rental value of the land is $100,000 or more a year; or</li></ul></li><li>For 10 years or more.</li></ul>In accordance with this section, Council proposes to lease the land known as 5 Lower Franklin Road Foster only, to the Country Fire Authority being 3,656m2 for 21 years commencing 1 July 2024, for a community rental amount of $104 plus GST per annum for the construction of a Fire Station.The CFA will construct and maintain the new Fire Station, and Council is not responsible for any assets that are constructed as part of this lease agreement.To provide your feedback on this proposal, please upload your submission below.Feedback closes Sunday 5 May 2024.

Foster Country Fire Authority (CFA) Lease

At South Gippsland Shire Council, we actively work with our residents to ensure that decisions are made in line with community expectations while meeting Council&rsquo;s overall direction. When developing the Proposed 2024/25 Budget and Long Term Financial Plan, Council juggled challenges such as the global economic climate and escalating costs in the building industry, with the delivery of services, capital works and new initiatives. The rising cost of living was also considered in decision making along with the pressure of needing to deliver more with less, within a rate capped environment. Despite these challenges, we are pleased to present a financially sustainable and responsible Proposed Budget and Financial Plan that carefully consider the needs of our local community and aligns closely with the objectives listed in the 2022-26 Council Plan.

It does this by replacing the existing mapped areas of Environmental Significance Overlay Schedule 5 (ESO5) with an updated version of the Erosion Management Overlay Schedule 1 (EMO1) to protect areas susceptible to erosion.<h2>Why is it Required?</h2>Many areas in South Gippsland are at risk of landslip or erosion, and this amendment is being proposed to help manage this risk. The Erosion Management Overlay 1 is intended to replace the Environmental Significance Overlay 5, which is not appropriate for erosion management. The proposed Erosion Management Overlay 1 will specifically address erosion and soil stability issues.<h2>How Will This Impact Me as a Land Owner?</h2>In simple terms, the need for a planning permit for buildings and works with low erosion risk would be removed, but will be retained for areas at risk of erosion. Specifically, no permit would be required for building and works where the difference between finished and natural ground level resulting from excavation or filling does not exceed 1 metre.For example, under the current Environmental Significance Overlay 5, a shed that is 200 metres squared or larger, on a relatively flat piece of land, would require a planning permit. The Future of Coal Creek Community Park and Museum

<hr>At the December 2023 Council Meeting, a second draft of a General Local Law for South Gippsland was endorsed for community feedback.Our community spoke and we listened. This draft includes feedback from the previous rounds of consultation held during 2023.Some of the changes include:<ul><li>Fixing an excessive vegetation clause to exclude grass or other crops grown for the production of fodder on land greater than 1 acre, which caused significant feedback during the second round of consultation.</li><li>Removing a clause stating bins should be brought in within 24 hours of collection.</li><li>Updating a clause regarding roadside trading, making it clear that while permits are required to display goods for sale in a municipal place/road, they are not required for private property. Thank you for your feedback.<hr>UPDATE: Consultation has been extended to Sunday 3 December 2023.<hr>Funded by the Victorian Government and South Gippsland Shire Council, Council has begun pre-planning for an Early Learning Centre in Mirboo North.As part of this process, Council is offering families an opportunity to provide their views by completing the survey below by Sunday 3 December 2023.<h2>Project Background</h2>With the introduction of funded three-year-old kindergarten, the announcement of pre-prep and the age of the existing building, Council identified a need to provide new kindergarten facilities in Mirboo North to ensure local families continue to have access to quality kindergarten programs. Council applied for a funding grant to begin investigating options for kindergarten in Mirboo North.With this funding secured, Council will now develop a scoped design concept that will also give us an idea of costings.This pre-plan will consider:<ul><li>Two kindergarten rooms;</li><li>A Maternal and Child Health space;</li><li>A playgroup space;</li><li>A toy library space; and</li><li>Investigate possible parking solutions.</li></ul>Council has explored including long day care in the proposed Early Learning Centre, however due to financial constraints, long day care is unable to be included in this scope of works.

Mirboo North Kindergarten

<hr><h2>Transforming the laneway to the Korumburra Railway Precinct.</h2> The Korumburra Railway Precinct holds a heritage listed railway station, and a nearby underpass that was built in the late 1800s as part of the rail station planning.More than 120 years later, we sent out a call to suitably qualified artists or art collectives to design an immersive, creative and fun mural that will go on the external wall of 42 Commercial Street.This project has been funded through an external grant that Council successfully received.<h3>The Brief</h3>Artists were required to base their concepts on a theme created by students at Korumburra Secondary College.The artwork should incorporate immersive imagery with a local connection, that allows visitors to interact and become part of an imaginative landscape.<h3>About the Artists</h3>Click on each of the names below to see examples of their work.<a href="https://www.linger.id/" rel="noopener noreferrer" target="_blank">Matt Ling</a>Matt is based in Melbourne, but draws inspiration from his personal experience of South Gippsland. His design incorporates elements of native flora (Native Gums, Flax Lily, Elderberry and Wattle) and fauna (Spinebills, Kookaburras, Yellow-tailed Black Cockatoos, Wrens, Goanna / Lace Monitor) as well as elements from Korumburra&#39;s industrial history. <a href="http://magiclanternstudio.com/" rel="noopener noreferrer" target="_blank">Magic Lantern Studio</a>Magic Lantern Studio is a combination of two South Gippsland locals - Lucy Parkinson and Gonzalo Varela. Their design centres around six trees which are abstractions of local flora such as Sliver Wattle, Banksias, Paperbarks, Waratah Flowers, Grevilleas and Hakeas. This is intertwined with local fauna such as Kookaburras, Crimson Rosellas, Fairy Wrens, Magpies, Spotted Pardalotes, Ibis and chooks. The design will also feature a UV paint layer that will glow when the light of a UV torch is shone. <a href="https://www.melaniecaple.com/" rel="noopener noreferrer" target="_blank">Melanie Caple</a> Melanie is based in South Gippsland and is well known for the work she has done around our Shire. Her design encompasses local native birds and botanicals that have lived in our hills for centuries. Each choice has a historical meaning behind it, and also takes ideas from the Korumburra Southern Lights Festival with a glow-in-the-dark paint that will radiate softly in darkness. The chosen artist/s will receive a commission to create the mural and will work closely with South Gippsland Shire Council and local stakeholders to bring their vision to life.We are looking to you, our community, to make the final decision on which artist/s will be given the opportunity to transform this space. Korumburra Railway Precinct Mural

<hr>Help us make the Princes Street, Korumburra school precinct safer.South Gippsland Shire Council has been successful in obtaining an analysis grant as part of the 2022 Transport Accident Commission (TAC) Local Government Grant Program.This grant will enable us to investigate pedestrian and traffic management options to improve safety along the Princes Street, Korumburra school precinct. The project will focus on the area in the image to the right-hand-side of your screen, which stretches from South Gippsland Highway to the roundabout with Guys Road, Bridge Street and Shellcot Road.The project aims to identify improvements to pedestrian access and movements and other road safety within the Study Area, and to develop various concept designs for further community consultation. These concept designs will aim to highlight the improvements that can be made so it is safer for vehicles and pedestrians to move through this location.<h2>Why Are We Doing This?</h2>Council has received a number of complaints regarding:<ul><li>Pedestrian safety;</li><li>Increasing volumes of turning traffic (buses and cars);</li><li>Speeding traffic using Princes Street as a town bypass; and</li><li>The lack of safe drop off and pick up parking zones.</li></ul><h2>Who Do We Want to Hear From?</h2>We want to actively engage with school communities, local residents and businesses, bus operators, emergency services and the wider community to gain insights into local and school traffic.Please provide your feedback through the survey below. General Local Law Review Round 2

The South Gippsland Coastal Strategy was adopted at the ordinary Council Meeting No.486 on the 20 September 2023. The Strategy provides strategic direction for the planning of South Gippsland&rsquo;s coastal areas, including the small coastal communities. The Strategy has been informed by two rounds of extensive community consultation; around 800 comments and submissions have helped identify the issues and opportunities facing these coastal areas and how we can respond to them.&nbsp;The Strategy is an overarching policy document that helps inform Council&rsquo;s existing operations, as well as supporting future growth and risk management. It will be used to guide sustainable land use and development planning in South Gippsland Shire&rsquo;s coastal areas. The Strategy also sets out further work that must be undertaken to effectively respond to increasing environmental risks in our coastal areas, as our understanding of the impacts increase over time. General Local Law Review

This consultation has concluded.<hr> Council is developing a new Children and Families Plan which is part of our commitment to supporting children and families to feel they belong and can be happy, healthy, and develop to their full potential. The Plan will concentrate upon children aged up to 12 years and their families, and we will develop the Plan in partnership with service providers and our community.Council has an important role in supporting children and families, as do many other organisations and services in South Gippsland. Children and Families Plan

Council is working to improve walking and cycling in Foster and as a result, has obtained funding from the TAC to investigate options for a shared path between the Foster town centre and Great Southern Rail Trail.Based on previous feedback received, we have developed two draft treatment options that we would now like your opinion on.Please note that these are conceptual options and should there be support for one then detailed survey and design would be undertaken with a view to apply for further TAC funding to implement the supported option.Option A is a pair of on-road bicycle lanes (one for each direction) - separated by kerbs from the traffic where space allows - on Station Road.Option B is a separate bi-directional bicycle path at footpath level (i.e. above the road surface), using space currently occupied by either nature strips or parked vehicles.For both options, the existing footpaths would remain in place for the exclusive use of pedestrians.Advantages and disadvantages of each option are listed in the table below.Please note:<ul type="disc"><li>Station Rd at 12.2 metre sealed width has enough width for two parking lanes (2 x 2m) and two thru lanes (2 x 4.1m)</li><li>The existing footpath would be retained and the off road shared path would be a separate path for bike riders</li><li>To enable the off road shared path to be installed a thru lane width reduction may be necessary where the new path cannot be placed entirely within the existing nature strip</li><li>No street trees are proposed to be removed for either option, though this would be confirmed during the detail design stage </li></ul><table><tbody><tr><td> </td><td>Option A - On-road Bike Lanes</td><td>Option B - Off-road Bike Path</td></tr><tr><td>Advantages</td><td><ul><li>Convenient connection to Rail Trail.</li><li>Reduced traffic lane widths should encourage lower vehicle speeds.</li><li>Physical separation from traffic in some spots (but not whole length).</li><li>Parking retained (allowed in bike lane).</li></ul></td><td><ul><li>Convenient connection to Rail Trail.</li><li>Physically separated from traffic.</li><li>Reduced lane widths should encourage lower vehicle speeds.</li><li>Raised priority cyclist crossing at Rail Trail.</li><li>Most parking is retained.</li><li>Parked cars would be separated from the proposed bike path reducing the likelihood of &#39;dooring&#39;.</li></ul></td></tr><tr><td>Disadvantages</td><td><ul><li>Not physically separated from traffic.</li><li>&#39;Dooring&#39; risk from parked vehicles.</li><li>Parking is allowed by default in bicycle lanes.</li></ul></td><td><ul><li>More expensive option.</li></ul></td></tr></tbody></table> What We Heard in the First Round of Consultation We heard from 116 people about their cycling and walking activity around the corridor between the Foster town centre and the Great Southern Rail Trail.<ul><li>People regularly chose active transport modes at least some of the time along the Station Road corridor:<ul><li>Over 50 per cent of respondents said that they walked or rode a bicycle in the area at least weekly.</li><li>Over 50 per cent of people walk or ride for leisure, and nearly 40 per cent of people walk or ride to reach the Great Southern Rail Trail.</li></ul></li><li>Significant numbers of people felt unsafe using the corridor:<ul><li>Around 40 per cent of people reported that they feel unsafe when walking or riding along the Main Road corridor. The main reasons for this were that there were too many cars and trucks, and speeds were too high.</li></ul></li><li>Over 70 per cent of people supported the idea of a Shared Path between Pearl Park and the Great Southern Rail Trail.</li></ul>As part of this project, we have listened to your feedback and have also collected and reviewed data including:<ul><li>Crash data.</li><li>Traffic speed and volume data.</li><li>Observations of activity along the Station Road corridor.</li></ul>This information has been taken on board and draft treatment options have been developed. The route along Station Road was identified as the most direct and suitable for the addition of a dedicated cycling facility.To have your say on these options, please take our short survey by Thursday 8 June. At South Gippsland Shire Council, we actively work with our residents to ensure that decisions are made in line with community expectations while meeting Council&rsquo;s overall direction. When developing the Proposed 2023/24 Budget and Long Term Financial Plan, Council juggled challenges such as the global economic climate, interest rate rises and escalating costs in the building industry, with the delivery of services, capital works and new initiatives. The rising cost of living was also considered in decision making along with the pressure of needing to deliver more with less, within a rate capped environment. Despite these challenges, we are pleased to present a financially sustainable and responsible Proposed Budget and Financial Plan that carefully consider the needs of our local community and aligns closely with the objectives listed in the 2022-26 Council Plan.

Proposed Lease of Caravan Parks

We are aware of significant traffic and safety concerns in front of the Foster Primary School and new kindergarten. To address the concerns, particularly at the designated drop off/pick up areas, Council is proposing a 12-month trial to make part of Pioneer Street one way. A map of the proposal has been created which can be downloaded from the right of your screen.This trial is in line with Council&#39;s requirements under the Road Management Act, but we want to see if it will pass the pub test. We are encouraging all Foster locals and users of this area to give us your feedback on if you think this is a good idea or not. We are directly reaching out to affected property owners and residents, and others to ensure they are aware of the proposed changes.If this proposal is supported by the community, the trial will aim to start in time for the beginning of the 2023 school year.Feedback will close on Sunday 8 January 2023. More details:<ul><li>Kindergarten drop off/pick up would be adjacent to the new kindergarten (where the current bus parking area is).</li><li>The bus parking would be moved (two spaces) further along Pioneer Street to be adjacent to the covered playground area, but not outside the existing houses.</li><li>Five parking spaces outside the new kindergarten could potentially operate as a &lsquo;kiss and go&rsquo; style parking arrangement.</li><li>Approximately 12 new angled parking spaces would be created along the one-way flow to make for safer parking and reversing outside the primary school.</li><li>The trial has been proposed as a response to a Foster Primary School/Education Department request for assistance in relation to parking following the placement of a new kindergarten building in the school precinct.</li><li>Before any works (temporary or otherwise) are put in place, a Safety Audit would have to be done on the design to make sure that all appropriate signs, fixtures, etc.</li></ul>

Thank you for participating.<hr> Under the&nbsp;Local Government Act 2020 (Act) all Councils are required to have Governance Rules as per s.60 of the Act which outlines the requirement for each council to develop, adopt and keep in force Governance Rules to be used for Council meetings and delegated and/or joint delegated committees of Council.The Victorian Government recently passed the Regulatory Legislation Amendment (Reform) Act 2022 which from 2 September 2022 on wards will enable Council to permanently conduct virtual meetings in accordance with their Governance Rules.The changes to the Act require Councils to include a process to approve or decline virtual attendance at Council and delegated committee meetings in their Governance Rules. Excluding the legislative update reference above, Council as part of the Council Plan 2022/23 major initiatives requested that the Governance Rules be reviewed in line with good governance practices.There are five key areas that have changed within the Governance Rules, which include:1 - Virtual Attendance at Council Meetings<ul><li>A new rule has been added to Chapter 2, called Request to attend Council meetings and meetings of Delegated Committees. This rule will be numbered section 76.</li></ul>2 - Public Question Time<ul><li>Updated rule 56.8 in Division 8 to allow the Chair to give preference in relation to the order of questions read, to questions asked by persons who have not submitted a question in the previous 12 months and allow the Chair to nominate a Councillor to read a submitted question.</li></ul>3 - E-Petitions<ul><li>A new rule 57.16 has been added to Division 9 to allow the submission of E-Petitions, if the E-Petition meets all the requirements under rule 57.</li></ul>4 - Election of Mayor and Deputy Mayor<ul><li>Remove rule 7.10.6 &amp; 7.10.7 as these relate to drawing of lots to determine the winning candidate which is inconsistent with the Act.</li></ul>5 - Administrative Updates<ul><li>In Chapter 2, rules 76 and 77 will now be rules 77 and 78 due to the addition of a new rule 76.</li><li>In Chapter 6, update rule 1.4.4 to say sub-clause 1.4.3 instead of sub-clause (c).</li></ul>

They pay more than 30 per cent of their household income on housing leaving limited income for other expenses like food, transport, health, education and utilities.To help support South Gippslanders who find themselves in need of social or affordable housing, Council have created a draft Social and Affordable Housing Strategy. This strategy highlights the opportunities we have at Council to support more social and affordable housing, including advocating for services and supporting providers of social and affordable housing to invest in South Gippsland.So far, we have engaged with:<ul><li>Key stakeholders such as regional service providers, State Government agencies and other local governments.</li><li>People with lived experience of housing stress and risk of homelessness.</li><li>Organisations with land and interest in offering affordable housing.</li><li>Extensive community consultation as part of the Integrated Plan engagement.</li></ul>

Venus Bay Skate Park

<div data-block="true" data-editor="8ot5l" data-offset-key="6vrn1-0-0">Council has undertaken a community survey to help us gain an in-time snapshot of our community&rsquo;s priorities, likes and challenges <a href="#_msocom_1" id="_anchor_1" language="JavaScript" name="_msoanchor_1"></a>. We wanted to hear about your current experience in South Gippsland.The survey results will help create a regional profile that will be used by Councillors and Council staff. This will guide policy, future planning, decision making, and strategy and program development.To ensure a wide range of views are received, 7,800 households were randomly selected from across the region and sent a survey invite to participate in this research. South Gippsland Regional Profile

The Great Southern Rail Trail Projects include the:<ul><li>Leongatha to Korumburra link</li><li>Korumburra to Nyora extension and beyond</li><li>Welshpool to Alberton link</li></ul>Since the complete closure of the rail line between Dandenong and Port Albert in 1994 various sections have been developed into a rail trail. At present the Great Southern Rail Trail stretches 71 kilometres from Leongatha to Port Welshpool. The trail is an important contributor to the local and regional economy, attracting a large number of tourists.
